Position overview

The District Triple Elimination Technical Officer will support the implementation, coordination, and monitoring of triple elimination interventions at district and facility levels. This is a district-based position and the successful candidate will be assigned to one of the four project implementation districts: Karonga, Zomba, Thyolo, or Balaka. The officer will report directly to the Triple Elimination Technical Lead.


Key requirements


Basic Requirements:

  1. Bachelor's degree in Nursing and Midwifery, Public Health, Clinical Medicine, Health Management, or another relevant health-related field.
  2. Minimum of 3–5 years' experience implementing health programs, preferably in HIV, PMTCT, MNCH, SRH, or related public health programs.


Preferred Qualifications:

  1. Demonstrated experience working at district, facility, and/or community levels in Malawi.
  2. Familiarity with Triple Elimination of HIV, syphilis, and hepatitis B interventions, including PMTCT, HIV self-testing, PrEP, and community case management.
  3. Experience supporting health systems strengthening initiatives, including service integration, commodity management, health information systems, and quality improvement.
  4. Familiarity with Malawi Ministry of Health supply chain systems, commodity reporting tools, and logistics management processes will be an added advantage.
  5. Experience conducting supportive supervision, mentoring, training, and capacity strengthening activities.
  6. Strong understanding of Malawi Ministry of Health systems, structures, policies, and guidelines.
  7. Ability to work collaboratively with DHMTs, health workers, community structures, government counterparts, and implementing partners.
  8. Strong analytical, communication, facilitation, and report writing skills.
  9. Good computer skills, including proficiency in Microsoft Word, Excel, PowerPoint, and electronic data systems.
  10. Ability to work independently, manage multiple priorities, and meet deadlines.
  11. Excellent written and spoken English.
  12. Ability to speak Chichewa and other local languages will be an added advantage.
  13. Experience working on U.S. Government-funded projects and familiarity with donor requirements will be an added advantage.
  14. Willingness to live in one of the ACHIEVE project districts.


Key Responsibilities

  1. Support implementation and coordination of ACHIEVE project activities aimed at accelerating the triple elimination of HIV, syphilis, and hepatitis B at district, facility, and community levels.
  2. Work closely with District Health Management Teams (DHMTs), coordinators, health facilities, and community structures to ensure effective implementation of triple elimination interventions.
  3. Support integration of triple elimination activities within existing MNCH, nutrition, PMTCT, and related health services.
  4. Provide routine technical support and supportive supervision to health facilities and community health workers implementing triple elimination activities together with Ministry of Health teams.
  5. Support capacity strengthening activities including training, mentoring, coaching, and on-site technical assistance for health workers and community-based cadres.
  6. Monitor availability and proper utilization of commodities, supplies, job aids, and reporting tools related to triple elimination interventions and escalate gaps to the Technical Lead.
  7. Support commodity tracking, forecasting, stock monitoring, and supply chain management for HIV, syphilis, hepatitis B, PrEP, HIV self-test kits, laboratory supplies, and other related commodities at district and facility levels and escalate gaps to the technical lead.
  8. Work closely with district pharmacy, laboratory, and supply chain teams to monitor stock status, prevent stock-outs and expiries, and ensure timely redistribution and replenishment of commodities.
  9. Support facilities to maintain accurate commodity records, reporting tools, and logistics management information systems (LMIS) related to triple elimination services.
  10. Support implementation and strengthening of health information systems for accurate data collection, reporting, analysis, and use at district and facility levels.
  11. Work with M&E staff to ensure timely and accurate collection, verification, and reporting of program data and indicators.
  12. Participate in district planning, review, coordination, and performance monitoring meetings related to triple elimination and MNCH services.
  13. Ensure adherence to national guidelines, protocols, and quality of care standards during implementation of project activities.
  14. Support the effective integration of triple elimination interventions into district Emergency Operations Centre (EOC) operations and activities, including disease surveillance, monitoring of key program indicators, coordination of timely trigger responses to identified gaps, and reporting of critical events to relevant national-level stakeholders to ensure progress toward triple elimination targets.
  15. Monitor and report key surveillance findings, alerts, and programmatic events related to HIV, syphilis, and hepatitis B to the technical lead in a timely manner to support informed decision-making and coordinated response efforts.
  16. Document implementation progress, lessons learned, success stories, and best practices from supported districts and facilities.
  17. Prepare timely technical reports, activity updates, and other required project documentation.
  18. Collaborate with government counterparts, implementing partners, and community stakeholders to strengthen coordination and service delivery.
  19. Support community engagement and follow-up mechanisms for at-risk mother-infant pairs, including linkages between facilities and community structures.
  20. Identify implementation challenges at district and facility levels and recommend practical solutions to improve program performance.
  21. Perform any other duties assigned by the Triple Elimination Technical Lead.
